Sir A. Hardinge to Sir Edward Grey-(Received February 12.)

Brussels, February 9, 1907. BARON DE FAVEREAU informs me that the Chinese Minister here has asked the Belgian Government to suppress the sale of opium, and any public-houses in which it is smoked, in its Tien-tsin Concession (the only Belgian one in the Empire), and to prohibit the importation of morphia and certain kindred narcotic drugs into China.

His Excellency has replied that as no opium dens or shops selling opium have as yet been opened in the Belgian Concession at Tien-tsin he has no objection to promising that none shall be allowed to be established in the future, but that the prohibition of the import of morphia must, before Belgium can assume any liabilities in this respect, form the subject of a general understanding between China and the other Treaty Powers.
